US Secretary of State Condoleezza Rice will visit Libya this Friday, the first time a US secretary of state has visited the African country since 1953. The visit shows that non-military action can be used to confront terrorism — Libya was on the sponsor-of-terrorism list put out by Rice's state department, until 2006. That year, Libya gave up its WMDs and committed to fighting terrorism.
